HSE plan is a document that describes safety, occupational health and environmental protection measures and procedures in the workplace. The HSE Handbook is a comprehensive set of policies, procedures, guidelines, lists of applicable standards, roles, responsibilities and more; But the HSE plan is a concise and specific document that specifies the monitoring of HSE actions within a time frame, usually developed and agreed upon at the beginning of the year or project. In some cases, these two documents are used interchangeably, but there are important differences between them; Therefore, it is essential that we know which one to use in each situation.
A complete Environmental, Health and Safety (EHS) plan should include the following:
1. Organization setting:
The plan should be in an orderly and organized format that includes all aspects of safety, health and environment. It includes sections related to safety, occupational health, environmental protection, training, safety solutions, identification and assessment of risks, management of accidents and emergencies and other related matters.
2. Determining policies and goals:
The HSE plan must determine specific policies and objectives in the field of safety, health and environment that are approved by the management of the organization and communicated to the employees. These policies should be measurable and reviewable to enable continuous progress and improvement.
3. Allocation of resources:
The plan must allocate appropriate and sufficient resources to maintain and strengthen safety, health and environmental protection. This includes financial resources, human resources (including specific responsibilities for safety managers), equipment and tools necessary for health and safety.
4. Identification and assessment of risks:
The HSE program must provide methods for identifying and evaluating hazards in the workplace and their effects on employee health and the environment. It includes methods of risk assessment, risk analysis, risk classification, identifying weaknesses and providing safety solutions.
5. Education and awareness:
The HSE program should provide appropriate training programs to educate and inform employees in the field of safety, health and environmental protection. These programs should be comprehensive, regular and designed according to the needs of employees.
6. Incident and emergency management:
A safety plan should specify processes and solutions for managing accidents and emergencies in the workplace. This includes planning for disaster prevention, preparing for emergencies, and emergency intervention and post-disaster corrective actions.
7. Continuous monitoring and evaluation:
Processes should be established for continuous monitoring and evaluation of safety, health and environment in the organization. This includes performance evaluation, continuous review, performance measurement, reporting and modification of programs and processes.

In general, an EHS plan should ensure continuous improvement and growth of the organization in the field of safety, health and environment and comply with all domestic and international laws and regulations.
The main purpose of developing a HSE Plan is to provide maximum safety for personnel and property and prevent any adverse impact on the environment. This plan focuses on developing plans to reduce risks to the lowest possible level, as well as implementing the following:
